Add a backup/restore procedure

I don't currently use Elasticsearch or Mongo in production, and it would be awesome to have a command like `graylog backup <file> ` or `graylog restore <file>` so that I wouldn't have to integrate and learn the elasticsearch and mongo tools for archiving and restoring. It would be a big administrative relief.

Backup/Restore support will be available as part of the log archive feature. An early version will be shipped in the first 2.0 alpha release shortly.
